I wouldn't move there just because of the sheer amount of lawsuits filed by the HOA against the residents. This HOA obviously has way too much power and they know it.

I genuinely regret moving here and wish I had known more about the HOA before I did. It's so disappointing. I've actually stopped unpacking and am making a plan to move away within a year because of the nonstop harassment from the HOA. Luckily, I work in the mortgage industry so I can do that without paying fees. I've been here since January, so almost 5 months, and I've received fines without any prior notice, even though the letter says they sent prior notice. When I finally was able to talk to someone (Christine, who was wonderful and helpful), she advised me they didn't have my email address and I wasn't get notices. I had sent an email about it once to Janae who is issuing these fines but she clearly didn't care as she addressed everything else in my email except my complaint about paying fees without prior notice. And her solution to the nonstop dog barking was for me to call the police on my neighbor's, give them my name and having my neighbor's fined, I'm clearly not going to do that. All I asked was she put a reminder in the weekly email, she didn't. I put a fence around my garbage cans to stop getting those fees (after paying fees for weeding) and I still got another email about it. This one had a picture of my neighbor's garbage cans and a barely visible top of my can. However, with all these fees, there's zero improvement to this neighborhood. There's garbage blowing everywhere all the time, nonstop dog barking all hours of the day and night, the pigeon problem is out of control (it's absolutely disgusting the piles of bird poop EVERYWHERE and the outrageous amount of nests in my roof) and only a few people around me seem to be weeding or hiding their garbage cans or even putting them away after collection so I'm not sure why, in just 5 months, I've already had to pay $50? It feels a lot like being harassed incessantly. If an HOA is supposed to work with their residents and not against them, this one is failing.

I added the picture sent to me about my garbage cans. You can see I'm not even the worst violation in that picture! I obviously tried to remedy the situation which already cost me $170, you'd think I'd get a notice acknowledging that but advising it wasn't enough. Nope. I have to pay another $25.

**UPDATE*** 8/2/2023
Now I'm getting letters because I didn't send in a request to the Architectual Committe to put up the panels that are blocking the garbage cans from view MONTHS AFTER PUTTING THEM UP. Their rules are arbitrary. My other option is to move my garbage cans by my back door and kitchen during the hottest July in Arizona history while also having an usual increase in inspection populations. Sure, let's just invite roaches and flies into the house. I cannot wait to move out of this home.

Before we sold our house for a complete loss, we saw this area go downhill and become just like Phoenix was. I cant recommend buying in Tortosa.

This is one extraordinary HOA. I only wish they would raise our monthly fee once again so I would not feel guilty for using all of our amenities. The public swimming area and club house are well worth the $91.00 we currently pay. Oops, Sorry. We don't have a swimming area or club house. Now that I think about it we don't have any real amenities at all!
Frisbee golf? Give me a break!!!

High HOA fee and NO AMENITIES. No tennis courts, no trails and no community pool. So why are the HOA fees so high? There needs to be an investigation into this community HOA. They are ripping people off and we are not sure where the money is going. From what I hear this been happening even since the Tortosa Community was build. In other states what they are doing is illegal but I guess here in Arizona you can be a crooked and get away with it.
